-ne endings

-ne endings

I have a question about how to translate the ne endings when asking a question.

How do you know when to translate the ending as either:

Do you

or

Are you

For example laudatne

In my book it is translated as Does he (she, it) praise. Why cant this be Is he praising?

The other word portatne was translated as Is he (she, it) carrying. Why can't this be - Does he (she, it) carry?

What makes the difference between translating either Do ... or , Are and ending the verb in ing?
