Mezentius, qui iam inde ab initio minime laetus fuerat origine novae urbis, et tum opes Latinorum nimium crescere rebatur, statim societatem cum Rutulis iunxit Latinisque bellum intulit.

Mezentius, who already from the beginning was unhappy with the founding of the new city, and who at that time thought that the power of the Latini was growing too much, immediatly joined Rutilus in an alliance and waged war on the Latini.

intulit -- "waged" is ok, but this word conveys the idea of beinning a war -- "began a war against" or maybe "attacked the Latins"
