The position of debere in a sentence

The position of debere in a sentence

I've seen debere switch position back and forth with its infinitive and I was curious what these different orders put emphasis on in the sentence (if they change anything at all).

Quid debeo cogitare?

Quid cogitare debeo?

For these two questions is there a subtle difference between their translation or does it not change anything?

The last word in a sentence has a certain emphasis, as has the first word.
Ultimum sententiae vocabulum habet quandam vim, ut et primum.
I'm writing in Latin hoping for correction, and not because I'm confident in how I express myself. Latinè scribo ut ab omnibus corrigar, non quod confidenter me exprimam.
