tam/adeo

Is there any clear rule for when to use tam and when adeo? Is any of the following better?

Tam territi erant ut ..
Adeo erant territi ut ..

I just realized that it should probably be adeo since territi is a participle and not an adjective.

Alterutrum illîc dicitur, ut credo. Non est regula, separatim "tam...quam" non "adeò...quam", ut imaginor, et in bonum dictionarium usum inquirere.

Both are OK there, I believe. There is no rule, other than "tam...quam" but not "adeò...quam", I imagine, and to look up a good dictionary for usage.
I'm writing in Latin hoping for correction, and not because I'm confident in how I express myself. Latinè scribo ut ab omnibus corrigar, non quod confidenter me exprimam.
