Lk 1:14 "Many will rejoice at his birth"

The Greek for "at his birth" is epi plus genitive (epi te gennesei if transliterating can do the job). Here is the verse itself: http://www.biblegateway.com/passage/?se ... version=70;


Both the KJV and ESV have "at his birth," which to me, implies "at the time of." I'm wondering if this is in fact the meaning, or maybe, if "on account of his birth," or "because of his birth."

Are these alternatives ruled out?
