Question on Unit 8 exercise

Hi my friends of classic
I'm new to this forum so sorry if this has been brought up before. I'm currently working my way through Pharr's book while consulting key answer provided by greekgeek.org.
At unit 8, on the translating Ex. No.8
: εισιν οι Αχαιοι καλοι, οι ολεκουσι τον στ?ατον καιουσι τε τας πυ?ασ; (sorry I don't know how to put accents on my text)
the key translate this as : Are these Achaeans noble, who destroy this army and burn these pyre?
I find the key translation make sense but the greek text given in the book doesn't have a stress accent on the second "οι" which means that it shoundn't be translated as a relative pronoun "who" here. So I don't know who is correct. Could it be that
