Is a negated optative stronger in force than a negated subjunctive?

Iliad 1:301 τῶν ο?κ ἄν τι φέ?οις ἀνελὼν ἀέκοντος ?μεῖο
I don't have a very clear picture of the optative in my mind so when I came to φέ?οις I just wondered what purpose the optative has here. Why was the subjunctive or the imperative not used. (I hope you are not going to tell me that it is just a matter of meter.)
