How does “where”, “whither” come to mean “as”?

What is the context? What is the sense and function of as here?

But I’m not asking about a specific usage, I am asking about the relation between the two normal senses of this form, the one being where, the other as.

It's the dative feminine singular form of the relative pronoun ὅς. It's used as a general relative adverb that can be translated "where", "as" or other English adverbial expressions depending on the context.
