You won't be able to find one, because Wheelocks is still under copyright. However, there are other free pdf's of out-of-copyright textbooks available here. I'd recommend D'ooge's Latin for Beginners, myself.

It would be illegal to get a PDF copy from the internet. You can easily find used copies for less than $10 online, and new copies aren't much more expensive.
